What is WordPress.com?
WordPress.com is the hosted version of WordPress from the American Automattic; customers in Europe sign their contract with Aut O’Mattic A8C Ireland Ltd. in Dublin. You make a site or blog without handling hosting, security or updates yourself, and you can switch the admin area to Dutch. From Premium you add payment buttons for PayPal and Stripe, and from Business you install plugins yourself. You request a data processing agreement via Preferences and Privacy in your account; WordPress.com does not say where the data is stored on that page.
Good: there is a free plan, and you are on WordPress, so you can move your site to another host later.
Less good: prices are in dollars only. Installing plugins is only possible in the more expensive Business plan.
